Bell To Bell, No Cell, Kansas House Bill 2299

Kansas law now requires school districts to establish expectations for student use of personal electronic communication devices during the school day. The Board of Education approved a new policy to ensure our district is following state requirements while continuing to support a focused, safe, and engaging learning environment for all students.

Students may not use or access personal electronic communication devices during the school day while on district property unless an approved exception applies.

The school day includes classroom time, passing periods, lunch, recess, and other structured or unstructured learning periods.

Students may use devices during school-sponsored activities, programs, or events that take place before or after the regular school day, as long as they follow district procedures and staff expectations.

Students will have reasonable access to a school-provided phone or communication device if they need to contact a parent or guardian during the school day.

Families should continue to contact the school office if they need to share important information with their student during the school day.

If a student does not follow the expectations, the device may be confiscated through the end of the school day. Additional consequences may be assigned based on the district’s Student Code of Conduct. Consequences may include parent notification, administrative follow-up, or other appropriate disciplinary action.

We encourage families to talk with their students before the start of the school year about these expectations. Families may also want to plan how they will communicate with their student during the school day if a need arises.

Additional details, including building-specific procedures, will be shared with students and families through student handbooks and communication from individual schools before the start of the school year.
