Student Cell Phones and Personal Electronic Communication Devices

Beginning with the 2026–27 school year, Emporia Public Schools will implement updated expectations for student cell phones and personal electronic communication devices in accordance with a new Kansas law and the policy recently approved by the Board of Education.

Under the new policy, students will not be permitted to use or access personal electronic communication devices during the school day while on district property. This includes cell phones, smartwatches, tablets, wireless earbuds, and other personal devices that allow communication.

During the school day, these devices must be powered off and stored away unless a specific exception applies. Students who need to contact a parent or guardian during the school day will have reasonable access to a school-provided phone or communication device.

We understand that many families use cell phones as a way to stay connected with their students. However, this change is intended to support a focused learning environment, encourage positive interactions among students, and reduce distractions during the school day. Families are encouraged to discuss these expectations with their students before the start of the school year.

There are limited exceptions to this policy. Students may use a personal device during the school day when it is required as part of an Individualized Education Program (IEP), Section 504 plan, or when approved by a licensed physician as a medical necessity.

Students may also use personal devices during school-sponsored activities, events, or programs that take place before or after the regular school day, following district guidelines and staff direction.

If a student does not follow these expectations, the device may be confiscated through the end of the school day, and additional consequences may be assigned according to the district’s Student Code of Conduct. Consequences will be handled consistently and in a way that respects the rights of students with approved accommodations.

Additional details, including building-specific procedures, will be shared with students and families through student handbooks and communication from individual schools before the start of the 2026–27 school year.
