Emporia Public Schools Board of Education Approves Health Insurance Plan

Emporia, KS – Emporia Public Schools is pleased to announce that the Board of Education has approved a new approach to employee health insurance for the upcoming year. Following recommendations from Interim Assistant Superintendent of Business/Operations Josh Swartz and Director of Business Cate Cape, the district will transition to a partially self-funded health insurance model while continuing with the current Blue Cross Blue Shield of Kansas (BCBS-KS) plan.

This change allows staff to remain on their current health plan while keeping premium increases lower than initially projected. Employee premiums will increase by 12%, compared to an earlier projection of 26%, helping manage district costs while maintaining comprehensive coverage. The increase carries a 5% likelihood of exceeding the budget, which could require up to $334,000 from the district’s contingency funds. With a current contingency balance of $1,937,867, the district has a strong financial buffer to address potential fluctuations.

“The move to a partially self-funded plan allows us to maintain quality coverage for our staff while keeping costs manageable for the district,” said Swartz. “This decision reflects our focus on balancing fiscal responsibility with supporting our employees.”

The Business Office will lead the implementation of the partially self-funded plan while continuing other key projects, including updates to the Qmlativ financial software system. Implementation will be organized with weekly and monthly task lists, guided by the district’s insurance broker, IMA, to ensure a smooth transition.
