Purpose/Mission:  To investigate alleged unfair or discriminatory practices in regard to discrimination, segregation and separation based on the race, religion, color, sex, age, physical handicap, national origin, or ancestry of individuals in the securing or holding of employment, public accommodations and housing.

Service Provided:  The Human Relations Director is involved in improving the working and living environment for the citizens of Emporia. The Director works with a commission of nine volunteers from the community (Human Relations Commission) to resolve conflicts and investigate discrimination complaints involving employment, housing and public accommodations. She is involved with the Emporia Community Housing Organization (ECHO, Inc.) which is working to assure that available housing meets the needs of all citizens of Emporia. The Director manages the Neighborhood Revitalization Program which provides tax credits for property improvements in older neighborhoods. If you have questions about your employment, public accommodation or housing situation the Director will try to assist you.

Purpose/Mission: 1) Help people with disabilities achieve employment and self-sufficiency. 2) Link employers with qualified and productive individuals to meet their work force needs.

Service Provided: Vocational Rehabilitation services are customized according to each person's unique needs, skills, interests and abilities to help you become employed.

Eligibility:    

•Be able to benefit, in terms of an employment outcome, from VR services.

•Require VR services to prepare for, secure, retain or regain employment.

•Have a physical or mental impairment which results in a substantial impediment to employment.

•Individuals who receive Supplemental Security Income (SSI) or Social Security Disability Income (SSDI) are presumed to be eligible.

Cost/Fees:  The assessment services needed to determine if you are eligible, vocational counseling, guidance, referral, and job placement will be provided at no cost. Payment for most other services based on financial need guidelines.

Purpose/Mission:  The program assists farmworkers acquire new job skills in occupations that offer higher wages and a more stable employment outlook.

Service Provided:  Services are provided by the public agencies and private nonprofit organizations selected by the Department of Labor through a competitive process. They may include classroom and on-the-job training, as well as some supportive services such as nutrition, health, child care and temporary shelter.

Population Served:  Eligible migrant and seasonal farmworkers and their dependents.

Eligibility:  Individuals who primarily depend on employment in agricultural labor that is characterized by chronic unemployment and underemployment.

Working Healthy

Purpose/Mission:  The Working Healthy Program offers people with disabilities who are working or interested in working the opportunity to get or keep Medicaid coverage

Service Provided:  Benefits specialists work through local SRS offices.

Eligibility:

•Have a disability determined by Social Security;

•Be no younger than 16 and no older than 64;

•Be employed;

•Have total income of less than 300% of the Federal Poverty Level;

•Not be receiving Home and Community Based Services;

•Not be living in a nursing facility; and

•Have resources that are less than $15,000.

Cost/Fees:  There is a monthly premium charge for Working Healthy medical coverage when net income is between 100% and 300% of the federal poverty level; however, some income is disregarded in calculating the premium.
